Lighthalzen can't enable teleport unless we rewrite some quests though. Some of the quest triggers depend on you talking to the guard to reach the slums. If players teleport and bypass him, then players may end up confused on why quests aren't triggering as expected.

Given our delays compare to our rough estimate on how long some of the custom content in the works are coming along, I rather not spend efforts on these very minor improvements.
