Yep it pretty much means that. If you want the chance for the card (however unlikely it is..) you can wait till he's updated.

Ice scale make the quest repeatable, however ktu only drops one as far as I've seen and you need 4. Soooo I guess it's doable 1.25 times Icon_razz

I suppose if the summoner leaves for a certain period of time MVP would go back to being FFA, but the time should be reasonable.
