cursed water nerfs

When shadow arrows are super hard to get but cursed water flood from the sky giving shadow ori arrows, you know something's up.

So many good calls. I realise a good incentive to WoE is nice (besides OCAs, togetherness, fun), but on such a relatively small server I'd worry about the huge impact of one mjolnir... megengard... eep! Also I was so worried about an attempt to implement WoE SE without the huge population to back it up. Excellent decision by panda/GM team!
