Because they can have all the hydras they want, but the maximum number they can have is restricted by the weapons. "Temporate" card will basically increase the number of slots on all weapons by 1. If elemental converters only last 3 min and people can assume that a infiltrator (normal elemental by default) is any of fire, wind, water, earth or dark in WoE because of that temporate 3 min, 15 min buff of an item is easily considered "permanent" because people will farm for it like mad.

For the record, people do fish 8 hours a day in heRO. It may shock you how crazy these people are (if you do think that they are crazy to fish 8 hours a day, don't worry I agree with you) but we also have to balance the game with these type of devoted and dedicated gamers as well.

If the solution is "just make the quest it very hard so people can't get a lot of it" then why make the quest to begin with? If it's too hard to get to the point that it's a 15 min buff once a week, there's no reason to go through the trouble, so you might as well not make the quest.
