So, at max level, you have a 15% Base chance, and it's further increased by your Dex.

Strip is affected by your dex and target's dex, that one is sure.

But if normal divests are 5% increase instead of 2%, I don't remember off the top of my head where along did that get fixed, and if we have that part of the update.
