It depends on what you mean by "been out". It was announced some time before it was released, you might have heard about it then.

Its only on the korean official server so far, iRO or any other national official server doesn't have it yet. I'm not sure when it was added on the korean server. Apparently it was tested on the japanese official RO server for a short time, but they removed it again because the players didn't like it.

This is everything that is known about renewal, as you can see its not just a matter of adding the third classes:

Hmm..I see. Then this is probably what I was informed about. I was sure that they were released on the official server.....
