I would say the WarpNPC. Yeah, he only makes 150-200z for cities, and around 500z for dungeons....but nearly everyone uses him for travel, so the zeny adds up quick. I wouldn't be surprised if he's loaded Laugh

Tool Dealer :3 Even though they give out money for monster items, I'm pretty sure they make off you more then not. But perhaps I'm wrong...

Eh. The ToH NPC brings in a bit, aswell.

But the Royal Treasurer may do it. Or the warp NPC.
