Question about custom wings/headgears

Sorry for the "newb" question, but I am new to the server and curious to find out:

Generally, what are the stat boots/special abilities of the wings/headgears, and how are they attained?

The reason I left the previous server was due to overpowered custom items, and I fear that I will meet the same fate here..

Any help is appreciated!
