So what would be the max aspd for cart termination? I heard it was 183, although i wanted to confirm, myself.

Try with your sniper. As fast as you can DS, you can use CT.

Done a little testing, it's more than 183.
186 was still faster than 185, as far as I could see, haven't had the chance to try anything above that.

Either way, at 186 it's more of less as fast as you can click, so any higher wouldn't do you many favours anyway. Turns out you were right >:[

Then Doori must have superfast Fingers to Spam DS 5 times per second.

RODE has a setting at the bottom where you can set how many skills per second you can use. Three per second = 183 aspd. As far as I know, my last server didn't take more than three clicks per second.

Doori uses BM and 2 DS hotkeys. Or does he use /q2...I forgot but he uses 2 keys anywho.
