Edit: At least according to RMS they shouldn't be. Though I know that RMS is often wrong.

I sided with doddler instead, who said the shoes should be slotted.

heRO diverged heavily from RMS for items, and even a few items are "partially disabled" or even remodified (naga scale shield) for technical reasons. Monsters as you know are also customized, but that one is by choice...

annndd i spawned a skoll from a DB as well as 5 immovable stroufs that just stand there doing nothing with 50 hp not giving any exp or any drops...

Galions do that too. That is normal.
