You can do most basic touchups actually in basic photo editing programs (Microsoft Picture Editor, Faststone, etc etc etc.). Now if you're wanting to manipulate your creations a lot further then you can probably do about 90% of it in Photoshop Elements. PSE is a lot easier to grasp and you are less tempted to pirate it when it only costs like 100 bucks or so most.
One major thing though with photo editing is you gotta make sure you get the screen you work from set at a happy medium. Not too dark or light, along with the right mix of red, green and blue. If you don't get a happy medium, when you look at the picture on another person's screen it might not look at all right, or even worse, when you print it at the store it'll look like poop. :O
mhm I have photoshop CS3, and I never took the time to properly use the program. I have further use for it so I'm making it a must when handling my drawings.
