i think somethin happened to the server, either it shut down or someone errored it and panda was afk/sleeping

Yes server is unfortunatly "down".

I'm currently at work, server is unavailable because my provider is down at the moment. Server is actually "up" but no one can access it. As soon as my provider is back and kicking people will be able to log back to the server even if I'm still at work.

I called my provider (videotron) there's a pre-registered message that says something like "We are currently experiencing technical difficulties in your area, we appologize for the inconvenience...".

No, not often, but like any provider they are unfortunatly not 100%.
