Has anyone noticed that pneuma doesn't work unless you're buffed? I've only noticed this happening in PvM. I'm pretty sure it's not supposed to be this way...

lol, is also like that in PvP, its been like that since one of the updates actually. Problem is the bug still exists
btw, you have to be buffed/dbuffed/have an effect on you (with the icon on you in the right of the screen) aka, agi up, agi down, bless, concentration potion, and all of that type of stuff.

It only works when you are buffed/debuffed (or in WOE) and it's a known bug of the PR1.0 release.
