actually, changing the rates mid-server will not help for balance, as it'll either make the rich that much richer by making certain loots rarer thus raising the price of those loots, or they will be too common, and not worth being sought after. leaving the rates as they are creates a fair and competitive environment where you have ways of gaining the money to afford certain items, or you have a guild/friend/good samaritan give you the item either for free, or at a discounted price, knowing that you are in need of assistance. but, it would be quite unfair to those just joining the server if the rates were lowered as they would not have the same environment applied to them as was applied to those already here and well leveled and it would be unfair to those who worked hard for what they have if the rates were raised.
i don't see a real need to raise or lower the rates to try and balance the economy or the gameplay, especially since there is still mining/fishing that unbalances it as it is, but it is fair since all can participate in those events.
it will always be impossible to balance gameplay and the economy of any game when there are players out there with vastly superior gaming skills than others. for example, bloody, amara, kira, huntress, aaronock, and many others are far better WoE/PvPers than i am, and they're better at PvM leveling, or at least more efficient at it. these people make strategies and know the inner workings of the game far better than myself, making it much easier for them to decide how to level, what equips they need, and what stats they should invest in, and how much to invest in those stats. that in itself unbalances the game because they use the game's workings against itself. sorry, this paragraph is a bit off topic from the focus of the rates of the server, but it gives an idea about how difficult it is to balance a game.
