As of this date, it's not exactly possible to know what is the true effect of the hat. Is the ASPD suppose to go up or down? Is the casting time suppose to go up or down? It's either the effect or description that is incorrect, and so far we have no way to know except for eA's next SvN (or someone can go investigate this headgear on iRO)

When on a peco peco you have more movement speed, but your aspd get decreased (unless you pick another skill).

Lets think further and analyze the hat if the aspd modification was not a drawback. How good is it? Oh well, its giving some bonuses, as well as one mvp card effect, but is even better than the mvp card itself since it doesnt require to be in a weapon, thus working with any weapon.

My opinion is that rms is right on the description and that eathena did a small "-" error when coding the item. As well as that pandora should have tested what she added on the server. Imo its human to do errors, as long as you don't ignore them. >_>

I already told pandora that this hat was buged and was giving more aspd instead of less, and she told me to fu.ck off and to adress the issue to eathena.
