Question about dev tools used by heRO

I was wondering what tools are used by the heRO staff for making custom equipment, such as wings, and their related sprites.

Right now I'm looking at Bros editor over at eAthena as far as scripting goes but I have no idea about graphical editors. Browedit maybe?
