Increase the avatar file limit to 20 kb. 10 Kb is too tiny :s

The 10kb limit actually works?
I believe that is only for uploading the avatar, which does not work, and so no one has avatars up via this way.
Hosting it at an external site and loading through the URL (which it does), should not restrict to that 10kb.
