I vaguely recall something Pandora said about the ability to buy the hat that was available 2 months prior to the current month, and then never ever again.

Is that in effect or no?

well perhaps some reparations are underway, i see two auctions coming up this month...

We did say that, but the time was not decided on, and still isn't decided. With people vending them I'm not sure about vending them for zeny anymore, but it's not decided against either, we'll see. It will stay in fairy auction, that's for sure.
