Allegiance Helm quests

I was just trying to complete Blessed Helm quest (finally got items and urge to make it), and i couldn't, because... we can't reach Katarus anymore (the 2nd NPC for quest, desert) because maps were replaced... Any way to complete it now (maybe he was moved or something)?
God i have too many characters. Just call me Bisu and let's end this -_-

The NPC has moved map don't worry, he is still reachable.
