There can be duplicates of any god item. As long as a guild has the items required to make one, they can make it.
There's no restriction on amount in the server.

Specifically: Brisingamen and Mjolnir.

Yes, they can still be created. The process still follows that on the wiki page. If you have the required items, you can make them, no matter how many others are around.

No, they're not account bound. The creator can trade them around as much or little as they wish.

The above goes for all 4 god items available.

A lot of them drop only from treasure boxes from WoE

So The Shards of Hope also drops from the GM Castle?
