Well, as far as I believe, its impossible to create a 'custom map' for RO, in the past many attempts were made at creating small objects and everything but without the proper program, creating a new map is out of our reach.

Umm, hate to proveyouwrong,
but it IS very possible to make custom maps for RO.
If you want I can send you a link that shows how to do it too ^_-
