Some dude is harrassing me in Filipino. I'm Filipino myself. I've got printscreen evidence. How do I report? And will it be valid if it is in Filipino?

As for the Filipino... umm, dunno. You're gonna have to ask the GMs about that.

If I may, you can block him from PMing you in-game with /ex "Name"
/bursts in through the front door
