cursed spirit bug

i'm on step 17 of cursed spirit quest using http://irowiki.org/wiki/Cursed_Spirit_Quest as a guide, and i have the cursed pendant. but the elder has no dialog that moves the quest forward. i tried retracing my steps and no pop ups come out anymore. the old pendant is stuck in my inventory and cant be stored or dropped, making it impossible for me to trans. help GM?

hm figured it out. you need to have handcuffs in your inventory throughout the whole quest
