try 3-5m imho. Really of limited use, but perhaps some crazy soul would want to TOH with a novice and that's when a joker can come in handy

I really don't get it how lvl 1 steal would come in handy in ToH /swt

if u go novice, you cant kill the mobs, so your only shot is to steal them

for all other general pvm uses, making a rogue would be faster and easier imho...
