Hotkey/F-key-bar problem

How does my husband lock the hotkey bar? Every time he goes into another room, the hotkey bar which he keeps having to place at the top of the screen, keeps appearing in the middle of his screen. (Mibe isn't doing it.)

Any suggestions?
