FISH IN WHAAAAAAA

The new V4P gear doesn't work on SP recovered from fish, only HP. Is this intended? I tested it and there is definitely no difference in SP recovered from fish with or without the hat. o.o

There doesn't seem to be such thing as a function that increase SP item of other items.

It's supposed to be more recovery from fresh fish so they probably only modified the item id that gets increase recovery and fresh fish only recovers hp so...there's your answer (probably). Kind of sad we didn't get the actual fresh fish effect =(
