Sorry to disapoint you, but it's very doable in under 30 minutes with a weapon for low-level characters handy, and even if you don't you could mammo to level it and it would cost much less than 5m. Look on the bright side, now you got an extra merchant to vend your stuff ^_^;

u can make a lvl 41 novice in lower than 1 hour (including the town letter quest) for example on wolves, with carded stiletto + endow scroll

[Weapon]

All you gotta do is mob some wolves with a blast clip and a buddy beanie. You can get *much* higher than that in 30 minutes
