from what i heard this server is dying, is it worth starting fresh here?

I think it is worth it personally. You have to think though, this MMO is over 10 years old so many people who played originally at like 13 are now turning 23 and are worried more about work and school a lot of times than they are about a game. Though in my opinion if players come in to start fresh and they bring friends then no server really dies as there are now a bunch of new players here now.
