Dragon Fly and clip

Does dragon fly actually drop clip[1]? Any database I looked says it has a chance to drop at 30%, multiplying by 3 that should give me 90%. I've killed it 4 times already and have never gotten a clip. I've gotten other stuff that have lower percentage than the clip. I'm beginning to think I"m just wasting my time. Can a GM confirm this please? Thanks.
