I don't know.. the way I understood this question is either you tip or not tip with one penny. From what I think tipping with a penny is worse than if you don't tip. If you don't tip, people won't think you as cheap (i.e. fast food restaurants) as compared to real restaurants and services.

The way I see it is that if you don't tip then MAYBE you forgot
But if you give a penny then YOU REMEMBERED to give it
Therefore you are saying it was crap service or something
Which would be insulting to the waiter/waitress
