I think it's a bit difficulty to understand the geopolitics divisions of the Ragnarok world by just playing. There's not much information in-game.

But after seeing this page in irowiki, it all made sense. Specifically the table in bottom page: 3 countries, a place in another dimension (in time and space?), city-states, towns representing real world locations.
