Jubiesan found the crazy merchant in odin temple's first area! It was disguised as a Skeggiold and selling the following:

1 Plasma Card
1 Valkyrie Featherband
1 Thornwood Band

The merchant set up shop again, good luck finding it!

Hint: The merch is in a place with monsters that have over 8,000 HP.
