The map's got walkable cells there for some reason. Probably unintentional from whoever makes official maps.

O_o are those cells normally reachable of you teleported them there?

They're actual walkable cells, no teleport is required. There's a similar spot in Rachel Sanctuary's MVP floor (ra_san05).
