Question on +hp/sp recovery gears/cards

Ive never really understood tested these gears/cards. Do gears and cards like Archangeling and Eggyra that add +%hp/sp recovery does apply to consumables as well? For example do you gain more hp from using a potion with these cards/gears equipped or is it just for natutal hp/sp recovery? Also does it work for the "resting skills" for LK/Champs skills Tension Relax, etc.

From what i know at the moment, enhancing natural HP/SP recovery mean that the number of hp or sp you recover over time (when not overweight) is increased by that %.

If your HP recovery is 100 each 10 seconds, having a +10% HP recovery will make that 110. Unfortunately if affects only the quantity and it does not affect the speed of recovery, so you will always tick the recover after the default time. It would be cool if the % affected the recovery's interval so if its 10s, having 10% recovery would have made it 9s... Dem Wishes...

Im not sure if it affects skills like Tension Relax.

Edit: from iRO wiki:
HP recovery happens every 3 seconds while sitting and every 6 seconds while standing. Characters with HP Recovery While Moving also regen HP every 12 seconds while walking.

Base value of 1 per 200 HP, minimum 1. Then +1 for every 5 VIT. Finally increase by modifiers.

Edit2: Tension Relax triples HP Recovery the player has.

Edit3: it seems even having 77 base LUK and arcangeling card, the amout of HP recovered from a 100 vit LK with 70k total hp goes from ~350 to ~700, but the amount from Tension Relax goes from 1426 to 1486.
So that skill recovers just a % every tick of your max HP and the tripled HP Recovery here refers to the time between ticks...

Basically Tension Relax makes the HP recovered with the swordsman's passive "HP Recovering" happen triple as fast than normal (ticks every 3.33s instead of every 10s).
