I'll use this chance to remind everyone that wave number is not indicative of difficulty.

Our goal is always to have 2 easier waves, 2 tough but doable waves with 1 where surviving is already a win unless you are extremely geared well and prepared for it adequately. This is not the order of the waves' appearances though. As long as it more or less follows that structure, we do not care about the order of appearance.

From Menance's description, sounds like Luna balanced the monsters accordingly and fit the ToH goal quite well.
