Ice Necklace Quest

Is it turned of, broken, or can I just not do it? Perhaps its a quest that only one person on the entire server can do? I'm not sure but I would like to do it.

I think I broke the quest for myself. I was talking to Maheo, and died mid chat. He broke out of the ice, but I didn't get the Shiny necklace or the snow powder. And yes, I have gone back and tried to talk to Maheo again, but I couldn't.
