All I know is that the higher your level is compared to the monster, assuming it's Demi-human, demon or angel, the higher it's chances are.

last I heard it was a level based success rate like parfait said and it applies to players aswell seeing how they're demi human.. but the duration of wink of charm is... well its awful lol so I wouldn't bother
