It's level 5 frost nova, I tested and it does not last very long, level 1 is just a joke, level 5 is still very short, so it seemed balanced. I'll edit it if we find it's too good in the future.

No precise date for the snow, it will be going away slowly, just as it came. It's not done reaching all cities yet.
