Well at its most base level, its whoever can donate 50 gold bullions to the man taking the bullions inside of Prontera Castle.

However, if we are to discuss what qualities make one noble, then that is harder to pinpoint. People will relate the nobility to corruption or greed and other similar qualities that are negative, or they will relate nobility to good qualities. How people have chosen to view nobility these days is up to them, and remains as such. It is only another mirror of the big war between Light and Dark here in our world. However, this idea probably should not be discussed in this topic as it really was not the answer you were looking for.
