Aside from the +4 Dex, it doesn't seem to function at all.

Tried it with a 190 ASPD LK for the whole Berserk duration, it didn't cast Concentration {Spear Dynamo} on the target or the attacker.

After further testing and looking at the script:

The hat casts Agi down level 1 on the "attacker".


As Concentration is
