well constant levelling friends need to be on the same time-life as yours to be effective... some of my friends around my time zone plays at different times with me, so that's why the sure-shot way would be to allocate a regular timespot in your life to heRO and chat regularly on main. Then you will see who is always on when you're on and you'll find yourself a perma-levelling friend...

i understand how 5/5/3 seems low to some players, but don't worry, sweat and tears makes you appreciate things more...
