A fairy in Marasmius can enchant an armor with a random stat. The price is 100,000 zeny and 1 runestone depending on the rank.

There's 2 RNGs that are at play here. First is the success & fail rates, which merely determine if the item breaks or goes to the next step.

Runestone Required and Fail Rate by ranking: Rank 1 - General Rune, 40% fail rate Rank 2- Ancient Rune, 45% fail rate Rank 3 - Mystic Rune, 50% fail rate

Every Reputation Point increases success rate by 0.01. This means that 2k rep increases success rates by 20%. So far, the gear breaks if the enchantment fails.
