To participate in a Novice Event, whether you are the host or not, you must create a new Novice character within the 5 minute registration period. Good stats to choose for this character vary based on the event type. When you log in on your new Novice, talk to the Novice Event Registry NPC (right in front of you) and choose "Yes please" when asked if you want to join the event.
You will be warped to a waiting area until the event begins. At the end of the registration period, the Event Rep NPC will explain the rules. Then you will be warped to the event map.
