To start fishing, you need to have completed a short item collection quest and assembled a Wooden Fishing Rod. This fishing rod and baits (which you can buy from the Fishing Man NPC only at the beginner's spot) plus having completed the quest are required to go fishing.

After completing the fishing quest you can start fishing. The Basic Fishing Spot is in the water just below the Fishing Man. It's invisible, so try hovering your mouse near the beach until you find it. Every fishing attempt requires a bait, which you can buy from the Fishing Man.

I created the Rare category as the Rare loots are not decreased by having an higher fishing point amount. Crap loot odds decrease as points get higher.
