1. At Fairyland, go north of the central plaza until you reach a road of floating stones.
2. Head west from the stones to find a fairy named Tilly.
3. She offers to create a fashionable Hair Brush if you bring her the following items:
- 50 Solid Shells
- 1 Scarlet Dyestuffs
- 1 Axe [4]
4. Come back with the materials and she will create the headgear for you.
