1. After helping Pamelly with the Sunny Bug problem, a bard friend of hers in the northwest part of Carandel (carandel carandel,51,152) offers to create some headphones for you as thanks.
2. Bring Ramsay the items he requires, and he'll attempt to create Costume Mermaid Headphones for you. There is a 10% chance the costuming process will fail. If this happens, the general rune will be lost, and you'll have to bring Ramsay another.
Note: This quest is not repeatable.
