For the month of November, you can exchange 100 Hugel Prize Medals (obtained from Kaldheim Arena for one of the 3 costumes. Inside a shop in Hugel (hugel,94,103), go to the top floor to talk to the Seasonal Trader (hu_in01,20,243)
Note that this quest is available strictly according to server time from Nov 1 to Nov 30. However, these costumes may also be obtainable via other quests/events outside of November.
