The Reset Master is there to help you in case you messed up your skills or stats.
He is located in Prontera, southwest from the center fountain, see the mini-map on the picture below.
If you are under level 40, he will provide his services for free. But after that he will charge you some zeny and/or item(s).
Price for a reset varies accordingly depending on the base level of the character.
Level 1~40 = Free & No items.
Level 41~70 = 2k * BLevel for skill or stat; 3k * BLevel for both

Level 95 and above have a base cost + an additional cost depending on the number of time a person has reseted at 95+ since the update of the reset NPC.
The base price is 1M zeny (1.5M for both) + [N times reset * 100K] + 1 Torn Scroll + [N times reset] Worn-out Magic Scroll.
The "N" for the zeny fee is capped at 20M.
The "N" for the Worn-out Magic Scroll item is capped at 20.
1st reset (after lvl 95) = 1M (1.5M for both) 1 Torn Scroll
5th reset (after lvl 95) = 1.5M (2M for both) 1 Torn Scroll + 5 Worn-out Magic Scroll
10th reset (after lvl 95) = 2M (2.5M for both) 1 Torn Scroll + 10 Worn-out Magic Scroll
20th reset (after lvl 95) = 3M (3.5M for both) 1 Torn Scroll + 20 Worn-out Magic Scroll
30th reset (after lvl 95) = 4M (4.5M for both) 1 Torn Scroll + 20 Worn-out Magic Scroll
60th reset (after lvl 95) = 7M (7.5M for both) 1 Torn Scroll + 20 Worn-out Magic Scroll
100th reset (after lvl 95) = 11M (11.5M for both) 1 Torn Scroll + 20 Worn-out Magic Scroll
190th resets (and above)= 20M (20.5M for both) 1 Torn Scroll + 20 Worn-out Magic Scroll
In addition:
* Level 99 players have to give 1 Emperium per reset
* Level 95+ reborn player also have to provide an Egg'
