RMS says its not possible to get it from NPC..

i searched einbech found 2 tool dealers but non sells it.... so can some1 please give a exact location?

the only NPC way i found was buy scell and arrow craft but that's gona end up costing 15z each arrow plus all the arrow crafting u have to go thru 8 by 8....

iirc its near the pool, i was kinda sure its from an NPC though.
but if my memory serves me right, npc is near the small pool outside

neat the pool i founda building.. went in... there is a tool dealer but he doesnt have steel arrows =(

Since I'm not aware of your play style, I'd suggest Destroyed Armors or Used Iron Plates as the most reasonable items to obtain for item crafting.

Most everything else is either not worth the effort or can be sold for higher profits.
