think of drawing something 10 minutes, but as you add more and more animation it goes into exponential number count. So something I would draw that is static in 10 minutes can go up to an hour I guess.
Hmmm... for the female I had to make all the parts in different angles which takes about 3 hours or so to draw each one in different layers. Probably 5 hours to fill with base colour and remove excess outlines and pixelated the sides to remove white outlines from matting. After creating the different angles of the character I start to put them together like a doll maker. It might look easy animating but I had to do trial and error. Sometimes I meet problem like the hair bangs not moving which would again take me 3 hours or so to change since I would have to go back to 'each' frame and change all the hair bangs. The extensions is another problem that requires a manual drawing than moving the parts and to make it fluent is to do another trial and error test.
I guess it would be 3 days to complete a decent movement of a player character. Not to mention that their are drastic changes happening in game mechanics which would usually affect me to recreate the movement to suit the change. Although game engines are equipped with animating the image inside the software itself. We are doing it the primitive way with character sprite sheets that also require me to put all the animated movement in one PNG file for the programmer to use.
